iPad OS 13 and iOS 13 Safari - Issues

I've been having some issues with Safari in both iOS and iPad OS 13. It doesn't interact with some web sites I used with them very consistently in the past.
One site is an implementation of Outlook Web App for access to my work email. While this site works fine with Chrome (iPad and iPhone), when browsed with Safari (iPad and iPhone), I can't do things like move messages to folders.
I'll add that the site works as expected when browsed with Safari version 13.0.2 under OS X Mojave.
Ideas? Is this a bug I should report?

I wouldn't put it past microsoft to make the web interface poor so that you use their app instead. :/

iOS is a dumpster fire.
Even at 13.2.1, things are broken.
Emails not loading, Mobile Safari not able to load pages, calls being dropped etc.
WTF, Apple.
When is this crappy QA going to cost someone the job ?
This is ridiculous.

I've been reading of all sorts of major issues with iOS13. Reports of iOS killing background apps almost as soon as they move to background, autofill seems broken in places, background downloads hang and fail to launch, Music app forgets position in a song, Mail hanging and crashing, PDFs not opening...The list goes on.
Apple really needs to get a clue...All the nifty hardware won't matter if iOS is a basket-case.

Yeah, I held off updating my iPad until 13.2.1.
F$&@. It’s near damn useless with the aggressive RAM purging and app restarts.

I've found other issues on my iPad as well. I can't get the iPad to accept AirDrops. However, the only thing that changed between having this same site work fine and having it not work (under Safari) was going to iPad OS 13.

Here is another one.
HomePod introduced radio stations with iOS 13. It was one of the few features hat actually worked.
"Hey Siri, play Groove Salad" correctly played the internet radio station Grove Salad.
Well, that all broke in 13.2.
Now HomePod Siri responds with "Sorry, I can't create a station based on that."
WTF, Apple. Can you for once not break a feature when f%^&*ing fixing things ?

Carplay is another example of constant screw ups.
iOS 12: car controls for seek forward / seek back will jump ahead / back 30 seconds in podcast players.
Worked consistently in all 12.x releases
iOS 13.1 & 13.2 broken
iOS 13.2.1 fixed. Finally
iOS 13.2.2 broken again
WTF ?
