Im in TM, I'm doing restore, keep both, and usually, TM will drop the old one in the folder of the file I'm asking about, and doing all this and then nothing happens. The beachball comes up, spins and then nothing. Yet there was an old file ready to restore.

Is this under Mojave? You're rather light on the details here. Like TM size, network or direct connection, file size, whether or not you're using a TM RAID, etc. If it worked last time, and what you've changed since. It might be useful to have the system log open in Console, see if any messages appear.

THANKS reader, that's way over my head, but you reminded me I have to upgrade to h igh sierra. I wait 8 months between OS for bugs and was supposed to do that last week.

Mojave is not ready yet right?

Mojave is still in beta, which would have explained a glitch. High Sierra is the current OS until late in the year.

Try having Disk Utility repair your TM volume, see if it finds anything to fix. Warning - repairing a TM volume can take a really long time.
