Is there a way to get thumbnails generated for images that don't already have one in the file's resource fork? I've been searching all over the place and haven't found anything about this.

In OS 9, I used a utility to add the resource preview, but don't recall which. JPEGview perhaps - it includes an applescript to create icon previews. But I'm thinking it was something easier. Browsing my OS 9 backup image isn't making anything come to mind.
It might have been GraphicConverter. Seems like that utility could do an indecent number of functions.

Yes, it was GraphicConverter - I used it a lot for that!

I may be an idiot, but how the heck do I use the batch convert tool to resize a bunch of images? I set up the size I wanted, but it's just copying the originals, not converting them, resizing them, and creating the appropriate resource fork with thumbnail.

I just tried this and it worked flawlessly. GC 6.5 under Mac OS 9.2.2
This is how I did proceed:
Menu 'File', 'Convert & Modify' Tick 'Use Batches', then click on 'Edit Batches…
At the 'Possible Functions… section, there is this 'Max Size' option to set up the size you want for the images to use.
Do you get a Graphic Converter batch file on the Mac OS 8 desktop? I guess so.
Also choose the files and select the 'Create Icon/Preview' Function and clic 'Go'
