i am sort of confused on how to do this whole thing
i looked at the "easy" tutorials
and even an experienced windows user myself am being confused by such a wierd thing

Sorry, you won't find much help here. Installing OS X on a non-Mac is of questionable legality, and downloading a copy of the OS is most certainly illegal. The best I can do is suggest that you run a few Google searches for more information, but that's all I can say.

The "official" stance is that since the license agreement for the OS allows you to install it on a Mac, and since this agreement is enforceable in at least some part of the world where we have a presence, we won't help you out.
But mduell's point is accurate. If you want to do this, we'll have no part in it, but go ahead and search for it-you should find a lot of information on it.
Oh, and I should mention that this forum is specifically about running something other than OS X on a Mac, so this really isn't the place for your question, either.

I have a hard time believing this principle is generally followed on these forums. Are any threads not related to OSX86 really checked for global legal compliance?

Not necessarily "on these forums" but on this one it is. The idea is that we (collectively the staff) do not want to put MacNN into a position where it can be sued. I really don't care if other areas ignore such agreements, but I know SOME enforce them, so I'm applying more conservative standards here. This is one of those issues we've discussed in a number of forums here (notably the OS X forum) a number of times and I will freely admit I'm applying a significant amount of "CYA" here (and using the editorial "we"). I'm responsible for managing this forum, so I have to apply a good deal of judgment to what is and is not "encouraged" in it. I just don't see this as a "good thing" for this forum nor the MacNN forums overall.
Besides, as I pointed out, this forum is for running something other than OS X on a Mac, not running OS X on something other than a Mac.
