I have a form to fill out. There are a lot of checkboxes. I'd like to put x in them, but in preview cannot see way to get a cursor in them and do that. Closest thing is preview creates these clumsy text boxes and puts them into the middle of the document and I could drag those over the pre-exisitng checkboxes, but even those I cannot see how to put an x in.

Click on the checkbox. The one that says "$1,000" beside it.
This is a donation form, right?

As an aside, PDFPen is great for filling in PDFs which aren’t formatted for being filled in on a computer. Most importantly, it lets you scan in a signature and apply it directly to a signature line.

Free preview allows you to drag in a signature.
Look cool but $70. I only deal with pdfs every year or two...

Some forms in PDF file format aren't "PDF forms" in the sense that they aren't "fillable" using a PDF reader. And some readers don't save PDF forms that are fillable. It's sort of a pain figuring this out.
When I have to use a form that is in PDF, I usually first see if it's fillable by opening it with Preview. But Preview doesn't always save filled forms (probably due to the way the form file is built), so if it is fillable I just make an entry or two, then try to save the filled form.
