Is there a way to selectively install applications on OS X, to save time?
ie. I don't want Dashboard. Audio MIDI setup, languages.

Most installs would save you minimal space, but might break the system.
Unused languages, however, are worthwhile to be removed.
I use DeLocalizer to remove those from my OS X install. Never had any problems with it.

if you use delocalizer for 10.3 install for example, do you have to re-run it for 10.4, 10.5 OS?

Yes. With every new OS installation, you actually have the choice to include / exclude certain languages, IIRC.
