From today's WSJ.

IPod to Reach Out and Touch Someone - WSJ.com
"Apple's iPhone has changed the game since its debut almost two years ago -- building a powerful platform for on-the-go Web browsing and applications, in addition to making cellphone calls. Just a few months after the iPhone appeared, Apple introduced the very similar iPod Touch, which didn't get as much attention, perhaps because its name understates the scope of its features."

Yes, and it works perfectly.

It's very slick and call quality is excellent. Of course, it can't run in the background, but the 3.0 will change that hopefully.

You can use the rest of the app while on a call without a problem. You can put the call on speaker and mute your mic just like the iPhone.

I've called Skype to Skype, but never over long distances. Perfect.
I've called Skype to landline. Perfect.
I've called Skype to cell. Still perfect.

I haven't used it that heavily though, so there may be flaws I just haven't noticed yet.

Get the iPhone headphones (microphone) and your touch is good to go.

I used skype on my iphone to speak with someone in the middle east using skype on a computer and the call quality was very good. The application itself isn't the most stable and locked up after 15 minutes, but overall my experience was positive.

I tried it once but I wasn't able to talk since I don't have the iPhone earphones. The call was short, but during that time it was great!

I'm looking forward to see what else people will use the iPod Touch for.

iPhone earphone come with a built-in mic. The regular iPod touch headphones don't have one. For Skype, you want a mic.

You can use any of the compatible iPhone headset/mic combos, not just Apple's. I have the one from Griffin:

I just got the iPod touch and the headset recently, and just got Skype running today. It sounded fine!

If you don't like the headset thing, there are also a few dongles that plug into the iPod dock connector to give it microphone capability.
