I just got a new 8-core Mac Pro with the standard 2x 512 meg ram modules installed. I added 2x 1GB crucial modules and it booted up fine, telling me I had 3GB of memory. But not for some reason it says I only have 2GB and that all the modules are 512 megs.
All 4 modules are recognized and 'OK' but the 2 crucial ones are said to be running at 1/2 their capacity. Do you think I have a bad DIMM or something?

Has this happened to anyone before? I find it odd that if the ram is bad, both dimms have been throttled down to 1/2 capacity. What does it mean?

Big Mac is right. I have had this exact same thing happen with Crucial RAM, but on an iBook, not a MacPro! A 512 RAM chip was only registering half its capacity. I sent it back; they cross-shipped a replacement. Everything was tickety-boo.

Yup, it's a classic symptom of bad RAM, especially if it previously registered properly.
