Clip art and copyright?

Hi guys,
I'm doing a business card job for a client at the moment. On the back of the card, they want a 'clip art' of balloons. Now I actually have found a very nice, high quality picture from Print Shop Deluxe of all things! In EPSF, it's very nice. Now I'm just wondering, does the fact that I own Print SHop allow me to use this graphic to make money? Are clip art 'royalty free' by definition? Or do they require licensing, or no use at all?
I have never really thought of it until now, and I assume they can be used...but perhaps not. Can anyone help me out here?

They have a really strange policy, you have to call this number... 415-763-4890 and find out if that clip-art has a copyright on it. Depending on the version you have, there is another way, there is a code you can type in and it will separate the copyrighted images from the free use ones. The people on the phone can help you with that.
