Does anyone know if there is a filter in photoshop to generate the effect shown on this website. It's a sort of fine horizontal corrugation which I have seen used a lot. It works well to break up solid background colours.

Try halftone pattern in the filter menu, or filter gallery in CS. It does that. Or you can make a pattern yourself.
