As much as I despise the US-foreign policy, I don't think that this exact occasion is meant as a way to manipulate the elections. There indeed could be places in Iraq that simply wouldn't be able to elect, like Falluja, and there are other places where the people aren't even interested in electing. Sure, this tool could be used to manipulate the elections, but the US will manipulate the election, regardless if all or no iraqi elect freely.
The method the US uses to manipulate is by deciding who is allowed to run for office, who is allowed to be on the ballot. I think that all candidates and parties will be hand-chosen to serve the US-interests.
