I'm doing a project for school, using a fictitious company; and the computer won't run OS X; but they will run OS 9 - so I'm wondering exactly if you can still "buy" it from Apple some how?

I remember reading a thing on it, saying you could like two days ago.

Anyone know how much it is?

Buy Mac OS X for $129. For $20 you can buy Mac OS 9.2 with it. Then sell Mac OS X on eBay if you want to. Or get an old copy of Mac OS 9.1/9.2 on eBay and get the free updaters (search Apple) if necessary.
Tip: Mac OS X 10.1 also includes Mac OS 9.x.

I would suggest ebay. Pretty cheap on the secondary market.

AFAIK you can still buy it from Apple at full price. But look in the back of Macworld, there are several ads from companies that have it for cheap.

The cd that came with my OS X 10.1 is labeled as a Mac OS 9.2.1 UPDATE CD. (It's white with an orange 9 on it). Can that be used to update a powerbook G3 from 8.6 to version 9? Or do I have to order the OS 9 cd from the panther fulfillment program?

You'll need a full installer to get OS 9. The CD that you have is similar to the OS 9 update you can download from Apple.
