Completely accurate.
It snows here about every three years, icing over perhaps once every two years. No one knows how to drive on ice, so you'll see someone pull out onto a main road and fishtail into a complete 360.
Luckily, the potholes slow us down.

A few years ago the potholes in the city got bad enough the joke was driving in a straight line meant you must be drunk.
