Okay, I am taking debate right now and our team typically travels about two to three hours when we compete in other regions. I would like to do some reading and prepare my cases but the bus is usually very noisy so I was wondering whether anyone could recommend a pair of noise cancelling headphones for under $50. Thank you.

If you really want to go cheap, and learn something in the process I am sure you can find some schematics on the web for a circuit that does just that.
I made one in the mid-90s. etched the board, and it ran on a 9v battery.
It worked till a ex stole it from me.

are you looking to listen to music in addition to canceling noise? If so, it might be a bit out of you range, but the Etymotic ER-6 is a really good earplug headphone. Cuts about 16 DB of external noise. They also sound great.
If you just want silence...

Actually, your best bet is to learn to focus and do work with the noise in the background. It will help you debate abilities greatly and also help you deal with any distractions during public speaking.
Now for noise protection, go with some foam earplugs or, for long term go to an era specialist and have some custom fitted ear plugs fitted.

Everything I tried in the under $200 range simply sucked. Sony, Sennheiser, etc. Finally I spent over $200 and got the Etymotic ER-4P. If the ER-6 is anything like the 4P, then you should consider it, even though it's above your budget. I haven't tried the ER-6 however.
By the way, even though they aren't noise cancellation headphones per se, they cancel out more noise than noise cancellation headphones.

BTW, I should point out that noise cancellation headphones do NOT cancel out voices. They'll come in loud and clear, and in fact will sound louder, because the other people in the bus will speak louder to get over the din of the bus noise (which you've cancelled out with the noise cancellation headphones).
But if you're really just going to read, forget headphones and just get earplugs.
