that is the commonly used (in Texas anyhow) "hook 'em horns" sign used by Texas Longhorn football fans.
The photos were made when the Longhorn marching band went by the Inaugural parade viewing platform and again later at one of the balls when the band again made an appearance.

That's where it came from, but it trickled down to the less hardcore acts and has reached the point where it's used by well-meaning "punk rock" teenies all over the States just to mean "rock and roll."

It's also worth noting that it's very similar to the American Sign Language for "I Love You" (though it's not quite right; the thumb should be extended at a right angle to the index finger, not curled in). It's entirely possible that Bush is extending his linguistics-mangling talents beyond English.

Maybe it's cool to make this sign now in American rock culture, but even there everybody knows where it comes from and what it means. Bush and his PR consultants must have been fully aware what message he is sending to the world when he makes that sign.

Are you aware that is considered highly offensive in some cultures? Same with using your index finger to point.. Same with the "OK" gesture, and same with waving with an open hand.
These things aren't "global" or "universal".

Let's see. To my knowledge...
Number of people who actually use that sign to refer to Satan: 0
Number of people who use it to mean "rock 'n' roll": Everybody who uses the sign
Taking it as the sign of the devil is like taking the declaration "I'm gay" to mean "I'm joyous." I'd say Bush is perfectly justified in using the sign to mean what it ALWAYS MEANS nowadays. No offense, but reading it as a demonic sign is just odd.

OK, it definitely means that to them; I won't deny that. The "cool" angle goes back to the whole pissing-off-your-parents thing, which is what the kiddie pseudo-Satanism is all about.
