Apple - Multi-Touch Gestures - More natural control of your Mac.

The scroll bar that wasn’t.
In OS X Lion, the scroll bar appears only when you scroll. So it doesn’t get in the way of the content on the screen.
Hint: Try the Appearance pane in the System Preferences.

Umm, why wouldn't you look there?!? Most apps are smart enough to use standard scroll bars, so it's not an app-specific issue and thus doesn't belong in the app's preferences.

Hint: Actually, try the General pane in System Preferences>Show Scroll Bars>Always

Apologies. Last I'd seen was DP4, running in German, and it still had the same icon as under 10.6, where it was called "Erscheinungsbild". In DP4, it was called "General" in the German version, which is a military rank. I figured a localization error. I haven't checked the GM version yet.
