I don't think so. SJ was clearly not someone who followed other peoples' orders. I think he knew in his bones the meaning and effects of being kept in suspense. He was keenly aware of the grip Apple stuff has on us, and figured that the more we salivated for the newest iThing, the hungrier we would get. Knowing that IT is coming, but not when keeps the pleasure centers of the brain aroused, and ready to pounce. Has any other smartphone ever sold a million in the first 24 hours of being released?

He had "experimented with drugs!1!!". As far as the FBI (in that timeframe) was concerned, that was a sign of poor moral character. Note that the FBI recorded his security clearance but didn't have anything to say about it; they were not involved in clearances, and frankly never did put much faith in them. It is one of those things about the FBI culture, especially in the era just after Hoover's reign. Within the FBI's intel sections, if they didn't clear someone themselves, they didn't trust them.

Nowadays, clearances are well regarded throughout government circles, though they are less a mark of distinction than they once were. They are way more common than in the past.

SJ kept secrets long before that time. When he balkanized the Apple campus, splitting the Mac team off from the Apple team and hoisting the pirate flag, he was definitely already into secrecy campaigns.

I am more suprised that Steve wanted to work for warfaring president GHB, while at the same time knowing he'd never be chosen for his drug use, and without voiding his hippy ID card.
