If you're not too knowledgeable on CSS then I agree with Jan, CSSEdit is definitetly the way to go. I've been using that for a long while and it's a great way to learn CSS.
Now I use whatever text editor I'm editing my .html in to edit the CSS since I've learnt enough.

I also just stick with a text editor. I was always partial to the free BBedit Lite, though I've been using TextWrangler lately. It's pretty decent, though they changed several of my favorite features in frustrating ways.
