The top estimates are around 20,000 or so, but one must remember that being an "insurgent" isn't necessarily a full-time job. The core number of insurgents, i.e. those who spend most of their time planning anti-US operations, is probably somewhere around 5-10 thousand, but if they need to get something in motion, they can whip up support from others when need be. It is a small number compared to the Iraqi population, but it's more significant when compared to the number of US soldiers in the country.
