ussing a scart cable not uhf I cant find the right cable on the apple store

What model of iBook do you have?
Older models have a 4 pole 3.5 mm jack into which you can either plug a stereo jack or a special Apple cable which will give you stereo audio and composite video on 3 phono connectors - you could plug this into a small scart adaptor.
Newer models you need a different Apple adaptor which gives composite or S-Video and you have to take audio separately from the heaphone/sound out jack then plug these to a small scart adaptor.

iBook G4s all require the second adapter you mentioned--the S-video and composite video out, with audio coming from the headphone jack. When I got mine, the adapters were $20.

The DVI adapter (for S-Video) on the Apple website looks really short. Do yu plug an S-Video lead into this adapter or does the the adapter directly connect TV to iBook?

It's not DVI. iBooks cannot do DVI, period. It's a Video Adapter, and yes, you need an additional composite or S-video cable to connect the adapter to the TV.
