General Prefrences Scroll bar setting - Question

In Mac OS X general prefrences, there is a setting for the scroll bar to 'jump to the next page or scroll to here.'

I have tried both settings and I don't seem to understand what this setting does I guess.

Can someone explain what this setting is reffering to and what the different options do?

Jump to next page will scroll a "page" at a time, much the same as using the page down key on the keyboard.

"Scroll to here" means, literally, just that. It will scroll to the point in which you have the mouse cursor positioned on the scroll bar. Kind of an obscure setting, and I had to think about it for a minute myself.

Keep that in mind and try both settings; it should make sense now.
