Open up script editor.
Type in the following code:
Tell application "Finder"
quit
end tell
Save it as an application and you should now have a program that will quit the finder.

It should... maybe its just not installed. I compiled the script for you, option click this link to download it. It should work, if not, dig out your system disks and look for a custom install option for applescript.

Why would you want to quit the Finder?

Okay, I've done some more coding (I'm writing applescripts for someone I don't know at all at 1AM... ) and have created an app that asks you to choose the app to launch, launches it, and then quits the finder. It is available here (option click the link )
BTW, one quits the finder to save memory and to speed up some applications.
Edit: Forgot how to write UBB code for a link

I do not believe 7.1 supports Apple Script. We're talkin' 1993 here folks...

This is really off the top of my head, but I think 7.1 did support applescript, but not in the same way 7.5 and after did. The Finder couldn't be told do things directly, and instead you had to load a scripting library (possibly found in the System Folder:Scripting Additions) and tell that to do what you now tell the Finder.

I don't know. Try running just the script, without anything else. If not, see if there is anything in the TIL about applescripts on 7.1.1. try a websearch, etc.
The script was written using mac os 9.0.4, so i have no idea if it will work or not on a lower os.
I am not extremely familiar with 7.1, I had 7.0.1 on my SE until a few weeks before 7.5 came out, at which point I upgraded to 7.1.1 and shortly after, 7.5. Thus, I don't know 7.1 terribly well
