Looking for a tutorial that will teach you how to give that sparkling glow effect you
see in night time cityscapes.
It's going to be for a cartoon city I'm working on, so I'm not looking for EXTREMELY realistic. Any help would be great. Thanks.

gradients is great choice and adjust the transparency and layer blending.
hell of alot easier than trying to use lighting effects through a layer mask.
