Installing latest Flash plug-in to a user folder rather than at system level?

Is it just me or has Adobe prevented you from being able to install the Flash internet plug-in anywhere other than /Library/Internet Plug-ins in this latest release of 10.1? Even the Package Contents include some unusually compressed version (.lzma) of the plug-in which I can't extract.

I don't want to install it at the system level, I want to test it in a user account first... any tips anyone?

Back up the previous version, run the installer, move the plugin to the user account, restore the previous version to the system level.
