I have some suggestions for the Bluetooth portion of the of address book.

I would like somehow to have the bluetooth connection to the phone remain active even if the address book is not running. There for on reboots or closing of the address book app you will still get the pop-up message saying the number that is calling you and to accept, reject or send SMS message.

I would also like it to poll for the paired phone periodically so that in the event of syncing knocking the link off, it will re-establish itself after a short time. (which it has done a few times to me, where when you sync the phone , .Mac and your computer together and after that has finished there is no link from address book to the phone any longer)

I have found a place on the apple page to post suggestions about the .Mac fitness and features. Is there a separate place to send suggestions about other apps?

I agree. There should be a Bluetooth/ Address Book daemon independant of the Adress Book app running in the background so we could always have full integration with the phone.
