I installed Parallels according to EXPRESS INSTALL.

Vista installed fine.

Got as far as installing my Internet Security and Antivirus.

Vista had problems rebooting. It just sat there at the load
screen. So, I went into tools and put in the maximum memory
1500MB.

When I tried to start Parallels I got this message:

"Unable to allocate virtual machine memory!

This error may occur mostly if there is no enough free
disk space available on the physical disk to allocate virtual
machine paging file. Try to clean up the physical disk.
If it doesn't help, try to re-install Parallels desktop."

Can someone kindly instruct me how to max out all
the necessary VIDEO and MEMORY areas effectively if
I want 2GB RAM and 250GB hard drive space for Parallels?

Note: I tried putting 250,000MB in the Hard Disk settings
but it was much too high a setting for Parallels to handle.
It will not let me put in anything above 128,000MB. On
the Memory end, it will not let me go above 1500MB.

I want to devote half of that to Parallels, but it

This is apparently an ongoing issue with Parallels on the Mac Pro. Try booting the VM with less than 1GB of ram.

You can try searching their forum for ideas for workarounds: Parallels Support Forum - Powered by vBulletin. Also make sure you are using the latest version because I know they addressed the issue in one of the updates, not sure if it worked though.

From what I've read trying to run vista under parallels is slow, if you have a copy of xp, that may be a better choice.
vista takes up a huge memory footprint and is so new that parallels may still have issues supporting it.

Actually, Vista runs rather smoothly on my Mac Pro.

When you are working with a rig that has 4GB of ram, there really isn't
going to be much of a slowdown here, even with about half that ram
being dedicated to Parallels.

Just downloaded RC 3250 (available 2/1) and there still are no adjustments
to raise memory or hard drive allocation above the limited numbers stated in
my original post.

I don't believe you can adjust the video memory and as you found out there's still limitations to the hard drive.

Vista may run smoothly but it will run slower then XP and depending on you what your doing the sluggishness may be too much. I went the bootcamp path for vista while using parallels with XP. One thing I didn't want to give up was the aero interface and the speed. Vista is a beast and I didn't want to slow it down any further.
