I recently listed my Nokia 6620 for sale on eBay. It was purchased using the Buy It Now option by a guy who had registered just two days earlier and had zero feedback. I sent him an invoice and got this response:

I just replied with this message:

You already have my name and address. It was included in the invoice.

I do not ship FedEx. I will only ship USPS to an address in the U.S.

Once I have your payment, I will ship it to the address you provide.

Do I need to wait a certain number of days before reporting this to ebay and relisting my item? If nothing else, I have him on a technicality: the auction indicated I only ship USPS to the U.S.

Advice?

No, just re-list it immediately. This is a well known scam. For more info about Nigerian scammers you could do worse than visiting http://www.419eater.com.

But I want to get my eBay fees back. Will eBay refund me even if I just relist without going throught he proper channels?

Probably not. You have to report it.
Read the FAQ, they explain how it is done.

When listing, you can also exclude people from bidding that are not confirmed with PayPal. That usually takes care of it.

To protect yourself somewhat go to your Ebay preferences, Seller preferences, Block Buyers and make sure the following are checked:

Are registered in countries to which I don't ship
Have a feedback score of -1 or lower
Have received 2 Unpaid Item strikes in the last 30 days

YES, eBay WILL refund your fees.

Wait 10 days then file a Final Value Fee Credit.

When the drop down menu asks you "why" you say that the buyer did not follow the auction rules.

You'll get your money back.

Now, relist your item immediately but before you do that do this:

Go into your My Ebay tab at the top and go to "Preferences" and go down to the selling preferences and make sure that you tick that you do not want 0 feedback bidders bidding on your auctions. I also tick the box that says if a bidder has more than two negative feedbacks they cannot bid on my auctions.

Went to see a show at Edinburgh Festival last year about Nigerian scams, very good, he has a website related to the show http://www.spamscamscam.com/index.php
