10.2.8 hangs at Network Services

G4 Mac 10.2.8 hangs at "Network Services" during boot. Only solution to allow boot process to proceed is to pull ethernet cable. Boot proceeds normally, cable is reattached and all network services are okay.
Is there a fix??

Happens to me, even in 10.3.x, when my ISP is down.

Have you tried seeing if you get any more informational messages doing a verbose boot? (hold down cmd+v at startup)
