has anyone installed it yet? i haven't installed the last one because of the issues people were having with it.

Apple re-released that one though and fixed those issues...

They did. v1.1 of that problematic update. Just about to install this one.

Now I have a bug in the sound system. The volume keys don't work properly, they semi control the the volume and semi the balance of my soundsticks. very weird!

EDIT: Fixed by plugging it into a USB port at the computer, instead of USB usb. Still weird, but at least I worked around the problem.

From the description:

"A remote iChat participant can send a "link" that references a program on the local system. If the "link" is activated by clicking on it, and the "link" points to a local program, then the program will run. iChat has been modified so that "links" of this type will open a Finder window that displays the program instead of running it."

It sounds like that means that clicking on an url sent within a chat will no longer go to that url in the default browser. Security or not, that would suck! I'm not going to click a link sent by an unknown source, and that would severely limit this functionality.

Can anyone confirm this is what this update does or doesn't do to links sent in iChat, and if true, does clicking a link go to the url if the browser is already launched (not just restricting launching the browser)?

I think the issue is a fix for links formatted like file:///Applications/Utilities/Terminal.app. I haven't tried it, I never use iChat (go Adium!). But clicking on that link (after applying the update) in Safari will open up the enclosing folder and select it instead of launching the app.

It should not affect normal links pointing to websites formatted like http://www.blah.com/, because that would just be silly.

You wont, but someone will. Just like people still open email attachments from people they don't know (though fortunately they just don't affect the Mac usually - if ever).
