Is there any way we could put a cap on the size of inline images? Check out this thread for a good example of a problematic thread. Or could you at least edit that particular thread and make the images just links instead of inline? It's an interesting thread but too hard and slow to read...TIA.

There is really no easy way to do that since the image is stored on a remote machine. If the image was stored locally it would easier, but it still is not a feature of UBB.

If the migration to vBulletin was successful however this would be possible, since vBulletin will allow you to store attachments on the forums server. This also gives you the control over the sizing issues...
