I have this crazy idea that Safari would be so much more useful if I could drag my tabs around and rearrange them.

Any one have any idea how to get this accomplished ?

Yep, would be nice. I THINK Shirra (however you spell that) features that and Adium X also does!

I've been wanting it for LONG time. SafariStand needs 2.0.2 (time finally to upgrade)

Saft 8.1.8 sounds awesome. It also requires Tiger.3 (Safari 2.0.2, I guess).
Sounds well worth the $12 shareware, but how come Apple doesn't already provide certain basics - like blocking animated GIFs - and such eye candy/trash?

Isn't that patented by Adobe?

SafariStand is the best plug-in I have used in Mac OS X. The feature to auto-close the downloads window after a few seconds, is a godsend and worth the download alone. There are of course many other impressive features.

Firefox has had it for months now (starting with the first Beta - Deer Park 1).

Any one have any idea how to get this accomplished ?
Use Firefox for a native implementation. Or use haxies for Safari.
