I was looking through a Inc magazine that I picked up for free at CES back in Jan.
There was one advertisement that appeared to little odd. It looked like someone had done some Photoshop on a photo.
It turns out that this might be for real.
It looks kind of freeky.

There are a number of different ways blood alcohol levels are measured. Whether they're done by mass (Finland, Sweden, Norway), by "basis point" method (Britain), or by volume (US), the numbers wind up being virtually identical. a US "0.3% BAC (C='concentration')" is equivalent to a German "0.03% BAC" and a "0.03% basis point BAC" in the UK. There are other schemes that make it hard convert, but they are special cases and in such locales you'd watch your butt anyway (for example Saudi Arabia has a ZERO alcohol tolerance for drivers...).
The Wiki article on this subject is helpful up to a point, but it doesn't indicate that after discussing the differences between the various common measurement schemes that it defaults to a permille scheme for the rest of the article. Kind of confusing.

Most people in the U.S. had very little contact with anyone outside their home town in the 1930s, and they also knew how strongly their own links to their fathers' and grandfathers' homelands were, so they put two and two together and came up with five and three-quarters. The fact that in the 1930s very few people in the U.S. actually understood why someone would leave their homeland and start over (ignoring the past 140 years, of course-we were good at ignoring history and still are) meant that it looked pretty odd that all these people from Japan were living on the Pacific coast... And it's easy to be paranoid when you've been brought up to be xenophobic, as most people were then.
Call it stupidity grown from ignorant racisim. It was stupid and wrong, but it was not something that anyone could prevent by simple logic...
