delete dock.app in /system/library/CoreServices
that ought to do it

You could also replace it with another app (like DragThing) by renaming it "dock.app" and copying it into /system/library/CoreServices so that it overwrites the old app.

I wish there were a way to do it per user...

I share my machine and I want the dock to be disabled for only my account.

You could write an AppleScript which could use the command line to kill the Dock when you log in. I suggest an AppleScript instead of a shell script because it can be easily run as a login item for your user only.

The trick is keeping the Dock from relaunching. I'm not sure how to get around that little problem. It's a starting point though.

just an idea, no guarantee whatsoever: play around with the groups and the execution privileges of dock.app; no idea what that leads to...

This should be do-able from a loginPlugin. I might have a go later, might not. Note that if the dock isn't running you won't be able to minimize windows, so you might like to use WindowShade X (the unsanity haxie).

I found your posting rather late. I hated the dock at first, but discovered the automatically hide dock option and now I like it. I keep it on the left side, where I don't accidentally hit it when scrolling.
