Whats gona be the advantages of buying a dual G4 450 vs a single G4 400? Well besides one is 50 mhz more

Do the applications need to be written to use the dual processors or does the OS (9.0.4) do this for you with any program?

OS 9.0.4 might have some multiprocessing code/optimization in it, but OS X Final will have full support for them.
Software has to be written to take advantage of the second processor. There aren't many programs right now that do this, but most programs released or updated after OS X is released should benefit at least a little from dual processors.

All applications written or updated for Mac OS X will gain greatly by running on a machine with more than one processor. A simplistic explanation is that the OS will dole out tasks to whichever processor is being used the least. Any given application will not necessarily run faster (this depends upon how it is written), but certainly more applications will be able to complete more tasks in the same amount of time on multiple processors.
