This is bugging me,

This is a very common piece of music used all the time as background music in UK documentaries (usually when they are camping or cleaning).

Very short (below 10s secs) clip taken from the TV UK TV show "Meet the Parents"
I'm afraid there is talking on it, but I should think many people would know the tune.

but what is it called and who is it composed by?

I need to license it for a project and can't do that till I know what it is?
