Alright, Peak 3 requires an 18 ms Hard Drive (Average Seek Time) or faster. Does my PB have this? I have the 4200 rpm drive.

If not, are there any recording programs that do support my book? Or is this required for 24-bit/96 khz recording?

Are you referring to latency or access time? All 2.5" drives are 12.5 ms or faster. I don't believe that latency is a problem in streaming situations. Latency is important in situations where smaller and scattered chunks of information need to be read or moved around.
