I have a neighbor that's the same way. My bikes might be loud, so I putter through the neighborhood to show respect to those that live around me (the population density is high relative to the area). Once I'm out of the neighborhood I'll open it up.

My neighbor with the Harley putters into the neighborhood, then roars the final two blocks to his garage at full throttle. After arriving at his place, he revs up the bike for another 30 seconds, listening to the reverberations of his straight pipes on all of the buildings around him.

I'm tempted to have something ready to toss out into the street in front of him the next time he decides to go tearing through at twice the speed limit.

I think it could injure him. boiled or not. Also, I don't think you can aim that accurately, what if you hit someone else? or hit him in the head?

You should place a sign on his bike telling him that he's too noisy and irritating people.
Then if he doesn't respond positively, plot your revenge.

Without fail, a guy goes home every night on his Harley around mid-night making a lot of noise. I can see him parking his bike on a terrace clearly from my bedroom window with no obstruction, about 400 feet away sightline.

Nah, you won't hurt him, Mythbusters worked all that out with the "drop a penny from Empire State building" tests.

They used other items in the test, you'd need much more mass than a hard-boiled chicken egg to injure someone from the distance indicated in the first post. Granted, it would sting if it hit bare skin, but that's about it.
