I'm not an IT pro but I do install dozens of devices in residential environments that require ethernet connections (home automation stuff).
I've been searching for an app that will provide two things for me, a list of all currently used IP addresses and some sort of way to graph the traffic used by each device. I finally found a developer called Calosoft that provides these tools by way of two separate applications and they're perfect for what I want. What are my options in the OS X world?

'arp -a' also works quite well for these purposes. It's easy to remember and usually does the job for me.

For the second part of your question regarding "some sort of way to graph the traffic used by each device" you ought to check out Lithium. We use it in our center with hundreds of Mac minis and it works real nice.
Gives all sorts of graphs.

Weird. IP Scanner sees my iPhone's IP address, but can't see the MAC address. Thus, it gets listed only as an "unidentified device".
My router sees the iPhone's MAC address just fine of course.
EDIT:
Scratch that. It only displays this behaviour when the iPhone is plugged into my Mac. As soon as I unplug the iPhone, the MAC address shows up in IP Scanner. Why?

I'd guess that when the iPhone is connected to your Mac it's network traffic is routed via the host computer, so it's MAC address is really only known to the Mac and not the network.
