I don't see how this could be enforced. How do you know the dog didn't pick up the habit on its' own? Or done by a neighbor who doesn't like the owner? Or neighborhood kid as a joke?
You can't question the dog. You have no evidence unless the owner confesses. Or a recording turns up. Hmmm ... maybe that's why the UK has deployed so many cameras.

On further thought, how is this law worded? Does it penalize only owners? If so, it would be perfectly legal to teach some old dogs new tricks. Then make anonymous reports ... why should kids have all the fun?
Does it apply to cats or other pets too?

As a local, I can tell you this is a non-story. Sane Republicans don’t waste their time on this district, so it’s stuck with the batshit ones.
The real story is the bajillionare, moderate, Republican, incumbent Governor almost got primaried by his Trump Party, grassroots challenger. The Democrat is a putz, and will probably lose no matter what, so we barely dodged a bullet on that one.
