Can I clone my harddrive with external hard drive and cdrom?

You can clone your internal HDD on your Mac to an external hard drive. Time Machine, Carbon Copy Cloner, SuperDuper, etc. all do a great job of this.

You can also backup files onto CD-R(W)s, or DVD+/-R(W)s.

Could you be a little bit more specific about what exactly it is you're hoping to do? As it currently stands your question is rather vague.

Time Machine doesn't really make clones.

You should use one tool only to clone: /Applications/Utilities/DiskUtility > Restore. If you click 'erase destination' your clone will be bootable.
