Did you install 3rd party drivers for your mouse? If you did than it's because of the 3rd party drivers. The only way you can fix it is if you unstall your drivers I have a Microsoft and Logitech mouse and both drivers will ignore the ignore track pad when usb mouse is plugged in feature in OS X. I've also tried USB Overdrive and the track pad still works with a USB mouse plugged in.

It's a fault in the OS, that apple "is looking into"
check their support pages.
Search for something like "mouse, trackpad, ignore".
they recommend you get an older pro mouse...

Thats strange because up until I install USB Overdrive that feature works just fine (Maybe they broke it in 10.2.4). The only reason I installed USB Overdrive was because of the limited feature set that comes with OS X's standard mouse config.

I have a Microsoft Blue optical plugged into my iBook 800, yes the trackpad works at the same time.
I do not see what the problem is though if they both work at the same time?

My corded Microsoft Optical mouse would make the trackpad still active, when I uninstalled the drivers, the option works.
Uninstall any trace of the mouse and then plug it in.

definitely a bug, been doing it as long as I can remember.
Its a little annoying, when my g/f types her thumb kinda touches the trackpad and the cursor goes all over the place, sometimes she deactivates the app she's typing into and doesn't realise.

It's the new pro mouse that causes the problem. I got an iBook 800 12" and got 2 different types of the pro mouse.
The older one does exactly what the OS want's it disables the trackpad when the mouse is plugged in.
The new one leaves the trackpad active. SO it's a problem with the new generation pro mouses
