You're wrong. Not even Dorks would use that.

Although I did see them at Disney too.

I would imagine you'd find those at senior communities in Arizona and Florida also. When my daughters were younger, we used to do a lot, as in 4 or 5 nights a week, of biking as a family. I can tell you emphatically that it didn't keep my wife and I together.

I see lots of those on the bike trails in the city where I live.

They're very annoying, especially when they stop and block traffic (since they take up the entire lane).

Ticking sound coming from a .pkg package? Don't let the .bom go off! Inspect it first with Pacifist. Macworld - five mice!

Of course there's no law about steering wheels on bikes. Racing rules are the main things stopping bike innovation being adopted (recumbents etc).

It's kinda a goofy, and I think I like it for themepark travel.
Definitely a traffic hazard though, unless the family happens to be hopped up on caffeine and steroids.

Not when they're stopped and sitting right on one of the busiest parts of the trail.

I live at the beach, and they rent them all up and down the boardwalk. Tourists love it.
