Old numbers keep populating

I bought a 4 second hand, nuked and paved or so I thought. The contacts from the previous owner keep showing up in the address book. I've manually deleted them at least twice now. How can I stop this?

Have you tried to restore it in iTunes or used the Settings/General/Reset/Erase All Content and Settings option?

If you synced it, or it auto-synced moments before erasing, could these contacts have been synced to your Mac's address book and now just sync right back to the iPhone? i'd check there, and ChrisF's suggestion about Erase All should do it too. I also just got a used iPhone 4, but it came fully erased, but i did it again anyway for good measure.

Rather than simply fully erasing it, I would suggest restoring it using iTunes. That makes sure any root data or any other mods and stuff that may have been done on the device software is nuked.
