It is some kind of Network app.

NetInfo Manager is a powerful lil' app that can change many Network Prefs your computer has.

I REALLY REALLY REALLY want to find documentation on this, and I'm hoping the user's manuals that come with OS X will explain further.

Here are a few examples of things you can do with NetInfo Manager.
  • Change the home directories of your users to ANTHING
  • Enable root login over AppleShare via TCP/IP
  • Set almost anthing dealing with Appleshare (ie. login messages, idle disconnect times, the amound of time things last, etc.)
  • Change the Public folders of your users
  • Enable root access
  • Give root a password
  • Probably WAY more since I don't know much more about it

It can be quite handy if you are on a Network and want complete control of people connecting to your computer.

If anyone has more info on NetInfo Manager, please post a link to some documentation or something. I'm eager to learn.
