Putin Faces Chechnya Dilemma Over Jailed Colonel

MOSCOW (Reuters) - Russian President Vladimir Putin faced a dilemma Monday over whether to pardon an army colonel who strangled a Chechen schoolgirl, risking upsetting allies in Chechnya on the one hand or his powerful military on the other.

A parole board's recommendation Friday that Yuri Budanov should be pardoned 14 months into a 10-year sentence has reopened a case that became a cause celebre among critics of hard-line Russian tactics in rebel Chechnya.

Putin is now the final arbiter, though there is no fixed timeframe for him to announce a decision.

With feelings running high in Russia after this month's bloody denouement to the Beslan school hostage-taking, the president is being pulled in opposite directions by those he relies on in Chechnya and those who advise him in the Kremlin.

The case of Budanov, who said he killed 18-year-old Elza Kungayeva because he suspected she was a rebel sniper, will again drag Putin's Chechnya policy under the microscope, as well as the impartiality of Russian justice.

Budanov was arrested in 2000 and was the only senior officer to go on trial for crimes against civilians after Russian forces went back into breakaway Chechnya in 1999.

Even Defense Minister Sergei Ivanov has voiced sympathy for Budanov, reflecting widespread feeling among Russian military officers, especially those serving in Chechnya. The armed forces would welcome a presidential pardon.

It is likely, however, to be met with howls of anger from the rebel province itself and a clumsy move could further undermine the pro-Moscow administration in place there.

Kungayeva's relatives said Budanov also raped her before killing her in a drunken rampage, and demanded a life sentence.
Critics of Russian justice have said decisions in the case have been motivated by politics.

Budanov was at first declared insane, a ruling seen as a let-off amid anti-Chechen sentiment prompted by a Moscow theater siege in October 2002 in which 129 hostages died. He was later jailed shortly before a sensitive election in Chechnya.

"This man is not in the slightest bit deserving of a pardon," Oleg Orlov, head of rights group Memorial, was quoted as saying in a human rights newsletter. "He committed a terrible crime, and besides, Budanov has shown absolutely no regret."

What they did was totally evil and should receive a swift attack from the Russians ASAP.

And it is sickening how you can't read.

Answer: mindless killers.

You would think that some liberals would want "Justice" in the form of "appeasement".

But understanding how people become mindless killers may atually prevent such situations. It is that stupid vicious circle that goes on and on... And you feed it with the idea that these guys should be killed, period.

They have to be punished, and probably death penalty will have to be their destiny. But how will you prevent that from happening again?

Well, the Russian Army thinks that Budanov should receive a presidential pardon...

Of course, dcolton expects the Chechen to accept that, and bend over further to receive more of the "treatment", especially if 18 years old women and children get raped and killed. After all, they are Chechen, Muslims, and terrorists. Right?

Let's not ask questions as to "how" the whole thing started. Let's bulldoze the whole thing and "fuggetaboutit". "Justice" needs blood; the blood of innocents from both sides, and monsters-for-hire should do the job, as long as the "evil" antagonist perishes, regardless of what that antagonist thinks...

Because those monsters become angels once they kill the "evil ones".
