You left out Eminem and 50 Cent. IMO Eminem is the greatest white rapper ever, and 50 Cent has some of the greatest talent of any rapper. But over all I think Jay-Z lives up to the whole rapper lifestyle. 50 Cent and Jay-Z are two totally different styles of rappers though. It's hard to compare the two.

Ahh the age old question... here is my list of top 5
1. Rakim... just listen to "Casualties of War"
2. Melle Mel , started alot of what is done today
3. Jay Z (even though I cant stand his money-whore albums, he is versatile, lyrical, witty, even if makes formulaic albums)
4. Nas (can get boring at times, missing the old school "just having fun" aspect to his music)
5. Ghostface Killah ... personal favorite
6. Slick Rick (Great story teller)
7. Big Daddy Kane.. (ahead of his time, some say JayZ does a bad BDK impersonation on every track)
8. Tupac...ehhh he is played out beyond belief.. Overrated in many aspects of rapping He was never a great lyricist, his wordplay was average.
9. GZA.. (slow flow is rediculous, always raps slightly behind the rythem,BUT like Nas, cant seem to have fun while rapping)
10. Masta Ace... his last two albums were near perfect, Eminem seemed to have copied this guy, once part of the 2nd most talented rap group in history)
Biggie died too early... I assume he would have fallen off like Puffy and JayZ.
