Is there any way to get this software without buying the ADS hardware. I'll pay, I just don't want to pay for hardware I need. In absence of that, can anyone recommend a good MPEG-2 editor that will work with ReplayTV files?

Not sure if it's available as a standalone, for the reason that it will only capture with the ADS box.

That doesn't make sense, in Japan you can buy it standalone. It is an MPEG editor, why would it be tied to a particular piece of hardware?

You could try mpegtxwrap, a Mac GUI for mpegtx. It sort of works, but I didn't find the output too good...
A quick Googling turned up this page where there seems to be instructions for editing ReplayTV files. Not sure if it works since I haven't tried it.

Yeah, I know about that page, the software is just a PITA to use. I'll look at the software you mentioned.
