App could not open because "OTUtilityLib"...

I have a blue & white G3 with two hard drives. OS 9 on one and X on the other. All of a sudden, while in OS 9, I got the following message when attempting to open the Startup Disk Control Panel.
The application "Startup Disk" could not be opened because ">>OTUtilityLib<<" could not start up.
I get a similar message when opening other apps or control panels. Some work, some dont.
I have loaded the Mac OS 9 base extensions and the Mac OS 9 all and neither helps.
Anybody have a fix for this? I've tried all the usual, zap pram, etc.

boot up from the os 8 cd and reinstall Open transport

I tried that, for some reason it wouldn't work.
I ended up having to reinstall the complete system software. A pain, but I've got my system back up.
