My Ibook either freezes or occasionally panics on launch.

It will launch when you either command-ctrl-option launch, or when the machine is fully charged.

It appears to panic if it has to freshly calculate the battery state (it never shows up on the menu bar), it launches up until the battery indicator launches.

It also crashes if attempting to boot from panther disk when attempting a reinstall.

I have tried zapping the pram.

Any ideas on things I might do to make it launch reliably?

I reckon you have some bad RAM. Or some kind of other hardware issue. If you purchased and added RAM, I would send it back. I was sent bad RAM initially for my iBook. It was kernel panic city until I replaced it with a different stick. Now all is well.
