My wife is hearing a similar noise with her 1 GHz TiBook. It changes pitch when the cursor moves. It just started a few days ago. It sounds like it is coming from underneath the top left corner of the keyboard. Taking off the keyboard shows a big heat sink in the area where the noise is coming from, which I suspect is where the video hardware lives.
Some searching yielded these relevant threads:

One poster mentioned that his inverter board (which controls the backlight) was making the noise. I can believe this - I have one of those iBooks whose logic board and inverter board were prone to problems, too.
Another poster mentioned that setting the processor speed settings under energy saver to "reduced" can make the noise go away. My wife tried this, and it does seem to work for her -- but the TiBook is running noticably slower.
We do have AppleCare on the laptop, but it would be a pain for her to send it in, as it's also her work machine.... oh well, we'll find something else to use while it's away...

My PB17 Rev. A had the same "problem".
The sizzling noise comes and goes as it pleases.
I can go months without hearing it - and suddenly it`s back for a few weeks.
If I doesn`t bother you just ignore it; it`ll stop all by itself.
